    Capstone Corporation is currently seeking a Program Analyst - Task Lead to provide support at our client site at the Washington Navy Yard in Washington, DC.




    Provides Information Technology subject matter expertise in support of CNIC in managing the CNIC application/system portfolio for applications, networks, databases and systems. Support includes coordinating and tracking all projects assigned, and maintaining records of all portfolio activities and applications supported.    

    • Reviews mandated applications to ensure that the mandate is valid and has not been superseded by new policy, applications, or business processes.
    • Coordinates with Echelon II’s, central design activities, and other points of contact as appropriate to maintain accurate questionnaire information in DON Application Data Management System (DADMS) or DITPR DON.
    • Reviews application information and descriptions to ensure applications are correctly placed in the taxonomy, identifies missing information, and recommends appropriate taxonomy changes on an ongoing basis.
    • Assists with any applications requiring movement from the Installation Facilities portfolio. 
    • Assists in managing the Installation Facilities portfolio as required.
    • Processes newly added and wavered applications in addition to those accepted to the Installation Facilities portfolio and CNIC EII taxonomy.  Identifies missing information in DADMS and coordinates as required to ensure that information deficiencies are resolved.
    • Supports the migration from allowed with restriction to those that are approved by the Legacy Application Rationalization process.
    • Coordinates issues, problems, and inquiries with FAMs and CNIC as required to ensure the Legacy Applications Rationalization effort proceeds smoothly and without interruption.
    • Reports DADMS deficiencies, errors, and bugs to the DADMS helpdesk as appropriate and provides recommended changes.
    • Coordinates actions necessary to support the merger of DADMS with DITPR-DON. 
    • Prepares Change Request as needed to the DADMS Configuration Control Board.
    • Provides CNIC support at Lead FAM working group meetings sponsored by OPNAV.
    • Serves as the Site Lead for Capstone Corporation.
    • Manages schedules, performance, and overall deliverables for the Capstone team.

    Basic Qualifications

    Minimum education and experience:

    • Bachelor's degree in Engineering, Computer Science, or Information Systems. 
    • Five (5) years of related experience in IT project management, portfolio management, and/or software rationalization.

    Minimum qualifications:

    • Understanding and experience managing program deliverables.
    • Ability to manage others, including schedules, performance management, and project timelines.
    • Understanding of application/system/network portfolio management, system analysis, enterprise software licensing agreements, IT procurement support.
    • Experience in the management and coordination of IT initiatives across an enterprise and among multiple echelons.
    • Working relationships experience with IT program and program managers to understand their role in evolving the Agency and EA.
    • Strong interpersonal and communications skills.
    • Prior experience providing regular program briefings to senior executive personnel.
    • Proficiency with Microsoft Word, Microsoft Power Point, and Microsoft Excel, including the use of Excel as an analytical tool.
    • Ability to analyze business systems and processes to determine efficiencies or deficiencies and recommend appropriate changes.
    • Ability to conduct analysis and produce reports supporting recommendations to customers.

    Clearance requirement:

    • Secret clearance eligibility required.

    Preferred Qualifications

    • Experience with Navy IT Portfolio Management processes and tools.
    • Experience supporting and coordinating working groups, IPTs, and/or other bodies.
    • Experience with the use and operation DADMS and DITPR-DON.
    • Experience writing and reviewing IT policies and procedures.
    • Familiarity with USCYBERCOM IAVA/IAVM processes and procedures.
    • Familiarity with TV-5 Tasker system.
