  • Overview

    Capstone is seeking a Program Manager to support the Navy’s Manpower Personnel Training Education Enterprise (MPTE) Technical Services Support (TSS) contract.

     

    Responsibilities

    • Demonstrates experience in managing IT projects.
    • Monitors the progress of multiple, concurrent and highly visible projects and requirements and recommends corrective actions.
    • Identifies and manages risk.
    • Develops and manages resource loaded project schedules using MS project..
    • Articulates technical issues to a range of audiences.
    • Leads and manages enterprise level, multi-disciplinary cross-organizational project teams using the NETC Project Management Framework (PMF) and Agile project management methodology.
    • Builds and maintains constructive relationships among customers, stakeholders, technical teams, and contractors.
    • Communicates complex technical concepts and project information verbally and in writing, tailoring ideas, explanations, and concepts to executive and senior managers.
    • Manages multiple concurrent projects, short deadlines, and competing priorities.
    • Demonstrates initiative, sound judgment, and the ability to work independently and as a team player.
    • Identifies programmatic challenges, risks, and constraints, and conveys well-thought mitigation strategies.
    • Applies knowledge of NETC Agency enterprise technical architecture, services-oriented architectures, security requirements, and operating environments, as well as Agency IT components, missions and strategies.
    • Demonstrates familiarity with Intelligence Community issues, policies, systems, and working relationships.
    • Examines project successes and failures and makes recommendations to improve processes and practices.
    • Evaluates programmatic data, resolves inconsistencies, and proposes solutions to project issues.
    • Utilizes strong interpersonal skills, including the ability and willingness to initiate and manage relationships across the Agency.

     

    Basic Qualifications

    Minimum education and experience:

    • Bachelor’s degree in information technology, computer science, physical science, or math.  Master’s in a related field may be preferred at the task order level.

    • Fifteen (15) years of experience, including strategic decision making, communications, complex problem solving, and design and implementation of business processes and controls.

    Minimum qualifications:

    • Program management experience.
    • Experience in strategic decision making, communications, complex problem solving, and design and implementation of business processes and controls.
    • Strong written and verbal communication skills.

    Certifications:

    • Project Management Institute (PMI) Program Management Professional (PMP) may be required at the task order level.

     

    Minimum clearance:

    • DoD Secret clearance.
