  • Overview

    Capstone is seeking a Specialist IV to support the Navy’s Manpower Personnel Training Education Enterprise (MPTE) Technical Services Support (TSS) contract.

     

    Responsibilities

    • Prepares functional and technical specifications to guide the design and development of the IT systems. The functional specifications may be organized into user stories for use in the Agile method.
    • Facilitates collection of detailed functional requirements from Program Managers, staffs, and end-users.
    • Documents/submits all configuration items (required deliverables per life cycle phase/event) in a consistent manner in accordance with policy requirements.
    • Identifies and documents the current functional requirements of NETC applications– including all subsystems and modules.
    • Documents and updates functional requirements, develops process flows, maintains related directives and policies and development of Standard Operating Procedures (SOPs) to support the training enterprise.
    • Updates and tracks status related to software builds, architectural modifications, point releases, versioning upgrades, branding, authentication, testing, deployment, metrics, release management, and configuration control.
    • Works with the Government and team architects (Program Executive Officer, Enterprise Information Systems (PEO-EIS)/PMW-240) and others as defined) to understand the requirements and vision of the project.
    • Develops, documents, and distributes the CM Plan and processes, works with the Technical Architects to set up CM environments.
    • Attends user design and review sessions to provide subject matter expertise on software application limitations to address any gaps and risks in requirements.
    • Validates and documents functionality, compatibility and integration of all content/applications/IAVA changes/updates before introduction into the production environment.
    • Defines software development approach appropriate for the computer software effort to be performed under each task, and documents in a Software Development Plan (SDP) addressing Life Cycle Model and Processes, and Institute of Electrical and Electronic Engineers (IEEE)/Electronic Industries Alliance (EIA) Standard.
    • Maintains design documentation in designated repositories.
    • Designs or assists in developing Implementation Procedures (IP), site preparation requirements, and installation plans.
    • Supports hardware migration, installation, and implementation.
    • Provides expertise in following Configuration Management (CM) processes and utilization of tools identified.
    • Provides subject matter expertise for Department of Defense (DoD), Secretary of Navy (SECNAV) and 508 rules and regulations that pertain to websites.
    • Supports various applications such as Serena, Oracle Relational Database Management System, Structured Query Language (SQL).

    Basic Qualifications

    Minimum education and experience:

    • Bachelor’s degree in Computer Science, Information Technology, Physical Science, Math, or Graphic Design.

    • Three (3) years of experience related to electronic documentation, system administration, network administration and database administration.

    Minimum qualifications:

    • Experience with content verification against established standards, support for content hosting infrastructure test and evaluation, process-oriented content assessment and deployment, customer support services, and technical writing.
    • Test and evaluation experience, software configuration management experience encompassing change requests and deficiency reporting, or both.
    • Experience in support for test and evaluation of computing systems, critical feedback for test artifacts for all phases of test events, software change management, software defect management, and project metrics tracking and reporting.

    Certification:

    • 8570 IAT Level II certification (e.g. Security+ CE)
    • Certified Enterprise Architect (CEA) certification may be required.

    Minimum clearance:

    • DoD Secret clearance.
