  • Overview

    Capstone Corporation is currently seeking a  Help Desk Project Manager to provide support to Commander, Naval Installations Command (CNIC) located in Virginia Beach, VA.  This position provides on-going project management and logistics support for the Naval Security Forces (NSF) Ashore AT/FP Equipment Program.


    • Effectively manage time, scope and budget to deliver program requirements on time and within budget.
    • Provides knowledge, experience and guidance with a focus on and understanding of logistics.
    • Manages, supervises, motivates and retains staff to maintain stability and continuity for duration of project.
    • Produces quality work products.
    • Assigns and balances tasks appropriately.
    • Handles contract administration and risk management.
    • Gathers and interprets data.
    • Conducts research and analysis (Internet and documents) and provides recommendations.
    • Participates in the development of business plans, implementation strategies and plans, and concepts of operations.
    • Researches and analyzes supply, storage and distribution data.
    • Develops briefings, white papers and fact sheets.
    • Provides Plan of Action and Milestones (POAM) technical and functional support.

    Basic Qualifications

    Minimum education and years of experience:

    • Bachelor's degree.  Four years experience may be considered in lieu of degree.
    • Four (4) years or more years of progressive, Federal program management experience required (with no more than a two year break in direct federal employment or relevant contractual support).

    Minimum qualifications:

    • Familiarity with Federal Acquisition Regulations (FAR) and DFARS.
    • Highly skilled in Microsoft Office programs (Excel, Word, PowerPoint, MS Project, Access, etc.).
    • Strong attention to detail and organizational skills.
    • Ability to perform similar administrative tasks in a challenging fast-paced environment.
    • Excellent customer service skills and ability to interface with and assist customer personnel with complex issues.

    Minimum clearance:

    • Final DoD Secret clearance.


    Preferred Qualifications

    • At least three years of experience with security-related programs and logistics functions.
