Capstone Corporation is currently seeking a CIO/Technical Director to provide expert Product/Project/Program Management and Life Cycle Management of a portfolio of Dept. of Navy Business IT Systems. This position involves Software and IT Systems Development and Operations & Maintenance for full stack 3-tier web-fronted applications hosted on premises, as well as 3rd-party-based SharePoint applications, supporting up to 50,000 users worldwide. Some telework is available, but will require on-site attendance at the Pentagon for meetings at least once a month.
Leads Modernization/Development/Enhancement and Operation & Maintenance of GOTS/COTS products/architectures and their hosting environments in alignment with DOD/DoN Enterprise Architecture, federal, DOD, DoN, OPNAV and SECNAV rules and regulations.
Provides expert advice and assistance in creating or modifying GOTS/COTS products in alignment with enterprise architecture, best business practices, related technologies, and the target deployment environment.
Assists in the development of relevant roadmaps, plans, architectures, timelines, documentation, and policies and procedures, as well as other organizational guidance.
Coordinates with OPNAV CIO and OPNAV CIO clients to ensure that their objectives have been properly defined and that the solution(s) will satisfy their requirements.
Coordinates with the Cyber Security Manager for Accreditation & Assessment of OPNAV CIO IT Systems under the Risk Management Framework (RMF).
Coordinates with the Configuration Manager and Operations Manager for architecture/hardware/software portfolio management and life cycle management of configuration items, including processes, tools and methodologies (ITIL).
Coordinates with the Operations Manager, Configuration Manager and Cyber Security Manager for O&M.
