    Capstone Corporation is currently seeking a Senior Operations Planner to support a client, located in Jacksonville, FL.


    • Provides technical, analytical, and administrative support to develop and maintain the Region and seventeen (17) installation-level EM plans that align with applicable plans, procedures, and policies of higher headquarters, other services, and federal organizations and agencies. Reviews Region and all  installation EM plans, and supports comprehensive updates/revisions to approximately eight (8) of them annually.
    • Provides technical, analytical, and administrative support to develop and maintain the Region and seventeen (17) installation-level MA plans that align with DoD and Navy MA plans, procedures, and policies. Reviews and revise appropriately seven (7) to nine (9) MA plans annually.
    • Continuously reviews current directives, higher headquarters guidance, and lessons learned and best practices from exercises and real world operations to ensure Region and installation EM plans are current, comprehensive, and effective. Maintains awareness of the content of approximately 25 higher headquarters directives. Historically, four (4) to five (5) of these directives are promulgated for review and revisions annually.
    • Develops, organizes, and ensures effective use of the information/records management systems, and established processes and procedures that support operations in the Region Operations Center (ROC) during all levels of Crisis Action Team (CAT) activation. Validate that the Region and all seventeen (17) installations employ proper records management and higher headquarters reporting procedures no less than twice each year.
    • Ensures the Region Emergency Manager and CAT personnel (when activated) have continuous and ready access to the most current versions of EM-related instructions, directives, and plans issued by higher headquarters, the Region, and Navy installations and activities with the Region’s area of responsibility (AOR) by ensuring they are archived on the CNRSE share drive or readily accessible via URL link.
    • Supports the development, implementation, and/or refinement of processes and procedures for ensuring the availability of EM Program vital records, as specified in the CNRSE EM plan, at two (2) designated alternate locations when Region Continuity of Operations (COOP) plans are executed.
    • Supports operations in the ROC during periods of CAT activation (activation level 2-4) by filling the EM billet within the CAT organization and providing procedural and technical expertise during all-hazards exercises and real-world incidents. Support to CAT operations may be required during periods when access to NAS Jacksonville is restricted to Mission Essential Personnel (MEP) only.

    Basic Qualifications

    Minimum education and experience:

    • BS in training and education.  Four (4) years of experience may be considered in lieu of degree.
    • Three (3) years of work experience in the Emergency Management field.

    Minimum qualifications:

    • In-depth knowledge of planning principles and techniques.
    • Familiarity with development of exercise objectives, scenarios, and MSEL injects.
    • Ability to assess written plans and the performance of incident management teams using defined assessment criteria.
    • Ability to analyze the effectiveness of written plans and the performance of incident management teams in order to identify lessons learned and best practices.
    • Working knowledge of Deliberate Planning and Crisis Action Planning processes.
    • Working knowledge of Incident Command System (ICS) and National Incident Management System (NIMS).
    • Must have completed FEMA courses IS 100, IS 200, IS 700, IS 800.
    • Ability to express ideas effectively, both orally and in writing.
    • Be proficient with Microsoft Office Tools and Programs, be computer literate and must be able to implement and use web based programs.
    • Knowledge of emergency management concepts, principles, laws, regulations, and precedent decisions which provide the capability to recommend substantive changes to ensure effective planning and operational support.
    • Capable of interpreting, adapting, and applying available guidance to vague or poorly defined scenarios.
    • Demonstrate ability to work well under pressure with changing deadlines and priorities.

    Minimum clearance:

    • Final DoD Secret Clearance.
