    Capstone Corporation is currently seeking key personnel to serve as Training Specialist to support the Air Force (AF) Sensitive Activities Office (SAO).  The SAO serves as the AF Focal Point and Single Enterprise to address immediate, near term and emerging Combat AF, Combat Support Agency, and Combatant Commander's mission needs involving applications and operational concepts employing specialized low-density expertise and/or involving sensitive activities managed by Other Governmental Agencies (OGA).  These positions are located in the Washington, DC area.

    Responsibilities

    The primary scope of this work is to identify and assess training gaps for the entire Air Force Sensitive Activities Enterprise (AFSAE).

    • Identifies, catalogs and assesses existing AFSAE USG, DoD, USD(1), Non DoD Federal Department or Agency (NDFDA), AF, academia and commercial training capabilities.
    • Identifies, catalogs and assesses the AF Sensitive Activities Training (AFSAT) Knowledge, Skills and Abilities (KSAs) needed by AFSAE.  This is done by using multi-model research techniques, including but not limited to; surveys, focus groups, interviews, document reviews, steering groups, and discussions with mission partners and customers.
    • Identifies AFSAT gaps that can be adequately addressed by cataloged AFSAT capabilities.
    • Identifies, catalogs, and assesses the AFSAT KDAs of the AFSAE in order to identify:
      • Those KSAs not met by cataloged AFSAT capabilities.
      • Those KSA's met by cataloged AFSAT capabilities.
      • Evaluated, accessed, documented and cataloged training gaps in accordance with AF Instructional System Design (ISD) framework.
    • Prepares and presents Course of Action (COA) recommendations for developing a comprehensive AFSAE training plan, with the primary focus being to mitigate identified AFSAT training gaps.

    Basic Qualifications

    Minimum education and years of experience:

    • Bachelor's degree in training, instruction, education, curriculum design or a related discipline.
    • Five (5) years of experience in DoD sensitive activities support and training, or a combination of both in addition to having an understanding of AF ISD and AETC training policies.

    Minimum qualifications:

    • Ability to identify and assess training needs for the AF using the cataloged requirements.
    • Training background that includes using surveys, focus groups, interviews, document reviews, steering groups, and discussions with partners and customers.
    • Ability to perform gap analysis and present findings to professional level groups.
    • Familiarity with AF training requirements, including ISD framework.
    • Proficiency with Microsoft Office products.
    • Ability to communicate effective outcomes, both verbally and in presentation format.

    Clearance requirement:

    • Top Secret/SCI.
