  • Overview

    Capstone Corporation is currently seeking a Senior Consultant to provide support to Commander, Navy Installations Command (CNIC) Accounting Division located in Norfolk, VA.

     

    Responsibilities

    • Provides management guidance to contract personnel to ensure all deliverables are achieved successfully.
    • Analyzes high-level reports and data relative to status of funds, expenses and obligations.
    • Performs the analysis on a wide variety of contracts and invoices organizing data across accounts using a number of automated financial systems and spreadsheets.
    • Manages the generating and inputting of funding documents into the internal accounting system for government review and approval.
    • Reviews accounting reports and performs document obligation validation review on accounts. Identifies and reports all discrepancies to designated government representative.
    • Researches suspense transactions and overdue, unpaid invoices not reconciled with obligations recorded in the official accounting records. Identifies and report all discrepancies in reviewed records to designated government representative.
    • Provides oversight and leadership to a team of Capstone employees.

    Basic Qualifications

    Minimum education and years of experience:

    • Bachelor's degree in a related field.
    • Twelve (12) years experience in development of comprehensive and relatively complex project plans and schedules.
    • Two years (within the last five years) experience to include knowledge and/or fair amount of proficiency with STARS-FL and CFMS.

    Minimum qualifications:

    • Strong leadership background.
    • Working knowledge of a wide range of government financial policies, processes, procedures and regulations that govern budget execution, obligation and expenditure of funds.
    • Understanding of DOD financial management programs, funds flow, financial policies, and the Navy financial infrastructure.
    • Demonstrated background showing attention to detail and also the ability to accomplish tasks effectively and efficiently in a fast-paced environment.
    • Knowledge of Microsoft application programs, specicially Excel.
    • Working knowledge of timekeeping policies, regulations, and procedures governing civilian time and attendance.
    • Knowledge of Defense Civilian Pay System (DCPS) and SLDCADA.
    • Working knowledge of DTS policies, regulations, and procedures governing travel.
    • Working knowledge of the Defense Travel System (DTS). 

    Clearance requirement:

    • Final DoD Secret Clearance.
