    Capstone Corporation is currently seeking a Program Manager to support the Naval Sea Command (NAVSEA), managing a 60-employee task supporting the Norfolk Navy Shipyard Chief information Officer/C109 Department. The Program Manager will also serve as the Lead Project Manager developing high performing teams to deliver operational excellence and agile capabilities for the Navy. The position is located at the Norfolk Naval Shipyard in Portsmouth, VA.

     

    This position will be filled upon contract award.

    Responsibilities

    • Program control, execution, staffing and risk management
    • Ensures that project plans are developed, implemented and updated as required.
    • Ensures budgets are developed and monitored.
    • Determines all resources needed to complete the contract in accordance with regulatory, contractual, client and corporate requirements.
    • Supervises team leads and manages all contract requirements and deliverables.
    • Supervises and supports hiring of employees on the contract.
    • Implements Agile and ITIL capabilities.
    • Develops and leads high performing teams.
    • As the Lead Project Manager, manages IT transformation projects, performs task management and coordination, schedule development and management, risk management, quality management, and performance management in support of Norfolk Navy Shipyard CIO initiatives.

    Basic Qualifications

    Minimum education and  years of experience:

     
    • Master’s degree.
    • Minimum nine (9) years of experience in the management and direction of large or complex, multi-task information technology programs.
    • A bachelor’s degree PLUS an additional six (6) years of program management experience may be substituted in lieu of a master’s degree.
    • Minimum of two (2) years of experience referenced above shall be directly related to the areas of Network Operations (NetOps) C2 requirements, technology assessments, systems design, systems analysis, programmatic support, quality assurance, acquisition planning, or budget planning.  

     

    Qualifications:

     

    • Program planning, personnel and financial management and oversight, as well as contract staffing, client relations, and ensuring quality standards compliance.
    • Excellent oral and written communication skills.

     

    Certifications:

     

    • PMP or ITILv3 Intermediate certification required.

     

    Clearance:

     

    • Secret clearance with Single Scope Background Investigation (SSBI).

     

    Preferred Qualifications

    • Knowledge of ITIL, Scrum and PMP methodologies.
    • Knowledge of Navy Shipyard IT services and operations.
    • Agile Certification.
    • ITIL Foundation certification.
