    Capstone Corporation is seeking a Data Engineer to support a government customer, located at the Norfolk Naval Base.

     

    The DoD is currently transitioning from legacy silos of databases to databases that support and scale to technology stacks based on an Enterprise Data Center model and Cloud Computing methodologies (IaaS, PaaS, SaaS and hybrids). The Data Engineer will assist the government Technical Advisor with many IT related efforts as the DoD modernizes in a budget-constrained environment, thus implementing database technologies and agile development processes are key when providing engineering designs for the development of a Data Platform that is both evolutionary and transformational.

    Responsibilities

    • Analyzes government provided, authoritative and classified data to assist with gaining insight into Global Force Management (GFM) and Planning and Execution (PLEX) process outcomes, as well as building statistical models to support process decision-making, and create machine learning models to support efforts to automate and simplify key GFM and PLEX processes.
    • Conducts high-level mark machines and methods to interact with and act upon data contained within the inventory of the DoD's mission critical and mission essential IT systems.
    • Utilizes the raw data provided by government POCs, and turns it into actionable, understandable content with the help of the J35 Technical Advisor using various mathematical models and algorithms.
    • Provides data developed as an analysis source to advise the leadership of strategic IT modernization efforts vital to decision makers.

     

    Basic Qualifications

    Minimum education and years of experience:

    • Bachelor's degree in data science, operations research, or relevant IT field.  Four years of experience may be considered in lieu of degree.
    • Nine (9) years of related experience.

    Minimum qualifications:

    • In-depth knowledge of SQL, XML and hybrid data engineering solutions.
    • Experience in supporting data-driven decision making by collecting, transforming, and visualizing data.
    • Working knowledge of database management, and as such, in-depth knowledge of data warehousing and ETL tools. ETL experience is essential to this position. Data warehousing solutions, as well as familiarity with ETL Tools with data storage and retrieval, as the amount of data being dealt with is simply complex due to its inherent legacy.

    • Experience in building and maintaining data structures and databases, designing data processing systems, analyzing data to enable machine learning based on modelling GFM and PLEX processes for analysis and optimization, designing for reliability, visualizations, in a IA accredited environment.

    • Experience in both military organizations and industry processes that designs, builds, maintains, and troubleshoots data processing systems with a particular emphasis on the security, reliability, fault-tolerance, scalability, fidelity, and efficiency of Military grade systems.
    • Working knowledge of the composition and inventory of the DoD's mission critical and mission essential IT systems, Authoritative Data Sources (ADS) and their interfaces including: system names, acronyms, descriptions, the sponsoring process, approval authority, and other basic information required for any analysis of Departmental IT inventory, portfolios, or capabilities.
    • Well-versed in machine learning and advanced statistical modelling.
    • Hands-on experience with and expertise in Industry recognized and DoD approved tools and components of data architectures, both legacy and Cloud-based, that support a data intensive and data analytics infrastructure.
    • Excellent written and oral communication skills.

    Minimum security clearance:

    • Final DoD Secret clearance.
