Overview

Capstone Corporation is seeking a Functional Analyst to support the Deputy Chief of Naval Operations for Fleet Readiness (OPNAV N83), the organization whose mission is to enable and sustain Ship/Submarine Readiness, Aviation Readiness and Expeditionary Readiness.  This position is located in Washington, DC.

Responsibilities

  • Gathers and analyzes data in support of business cases, proposed projects, and systems requirements. 
  • Applies proven analytical and problem-solving skills to help validate IT processes through careful testing in order to maximize the benefit of business investments in IT initiatives.
  • Performs objective assessments of IT Projects (software, hardware, technical standards, computer languages, frameworks, etc.).
  • Reviews design documentation for completeness.
  • Prepares and delivers reports, recommendations, or alternatives that address existing and potential trouble areas in IT systems and projects across the organization.
  • Verifies and revise quality assurance standards as needed.
  • Assists in the development of change control processes, practices, and guidelines for new and existing technologies.
  • Participates in developing, distributing, and coordinating end-user reviews for modified and new systems or applications.
  • Cultivates and disseminates knowledge of quality assurance best practices.

 

Basic Qualifications

Minimum education and years of experience:

  • Bachelor's degree in a field of study related to supporting large, complex automated information system projects, such as computer science, information systems, physical science, engineering or a mathematics-intensive discipline, OR
  • An applicable training certificate from an accredited training institution.
  • Five (5) years of related experience can be substituted for a Bachelor's degree.
  • Minimum of five (5) years of increasingly complex and progressive experience in performing systems analysis, development and implementation of business, mathematical, or scientific setting using a variety of information technology resources.
  • Experience with current technologies and, where required for the task, emerging technologies.

 

Minimum qualifications:

  • Must have knowledge of configuration and management of virtual machines, LANs/WANs and VPNs, and Oracle, SQL Server database administration in an n-tiered hybrid NMCI, milCloud and commercial implementation environment.

 

Minimum security clearance:

  • Final Secret Clearance

Preferred Qualifications

  • CompTIA Advanced Security Practitioner certification preferred.
  • Background in OPNAV, Navy operations, POM and PBIS strongly desired.
