Capstone Corporation is seeking a Software Engineer to support the Deputy Chief of Naval Operations for Fleet Readiness (OPNAV N83), the organization whose mission is to enable and sustain Ship/Submarine Readiness, Aviation Readiness and Expeditionary Readiness.  This position is located in Washington, DC.


  • Interprets software requirements and designs specifications code, and integrates and tests software components.
  • Analyzes and studies complex system requirements.
  • Designs software tools and subsystems to support software reuse and domain analyses, and manages their implementation
  • Analyzes and updates software and documentation in a comprehensive manner by considering objectives of Problem Report (PR) and Change Requests (CR), estimating level of efforts, integrating changes, planning data schema changes.


Basic Qualifications

Minimum education and years of experience:

  • Bachelor's degree in a field of study related to managing large, complex automated information system projects, such as computer science, information systems, physical science, engineering or a mathematics-intensive discipline.
  • Five (5) years of related experience can be substituted for a Bachelor's degree.
  • Minimum of eight (8) years of experience designing, writing and testing of computer programs or database maintenance.


Minimum qualifications:

  • Comprehensive knowledge of the principles, practices and procedures used in all phases of full life cycle applications and systems maintenance, engineering, programming and analysis. 
  • Must have knowledge of or develop specific familiarity with Fleet Readiness Reporting, Program Assessments, Program Objective Memorandums (POM), Planning, Programming and Budgeting System (PPBS), modeling to include Performance Feedback, Ship Operations, Ship Maintenance, Aviation Maintenance, or similar budget requirement models.
  • Ability to meet short-fused and often competing deadlines.
  • Ability to recognize, define and solve problems. 

Minimum security clearance:

  • Final Secret Clearance
