Overview

Capstone Corporation is seeking a Portfolio Manager to support the Deputy Chief of Naval Operations for Fleet Readiness (OPNAV N83), the organization whose mission is to enable and sustain Ship/Submarine Readiness, Aviation Readiness and Expeditionary Readiness.  This position is located in Washington, DC.

Responsibilities

  • Supports Readiness Models and primary stakeholders, Readiness Reporting, DoD Program Assessments and Capability Plans, POM development, DON Planning Programming and Budgeting System (PPBS), Modeling and Simulations to include performance feedback, US Navy Flying Hour program and US Navy maritime modeling inputs, outputs and metrics.
  • Supports verification, validation and accreditation of modeling initiatives.
  • Manages and meets short-fused and often competing deadlines.
  • Recognizes, defines and solves problems.
  • Maintains and builds relationships of multiple external and internal stakeholders with the ultimate purpose of solving problems, breaking barriers and expediting project performance.

 

Basic Qualifications

Minimum education and years of experience:

  • Bachelor's degree in an IT related field such as systems management, engineering, mathematics or a scientific-related field, or in business administration.
  • A degree in any field may be substituted for the above educational requirements if accompanied by an additional five (5) years' experience managing computer science, scientific or engineering projects.
  • Twenty (20) years minimum experience supporting IT programs, including fifteen (15) years of intensive and progressive experience managing IT programs and fifteen (15) years' experience supervising and managing personnel involved in IT projects.
  • Minimum ten (10) years of technical experience in the IT field supporting Readiness Models and primary stakeholders, Readiness Reporting, DoD Program Assessments and Capability Plans, POM development, DON Planning Programming and Budgeting System (PPBS), Modeling and Simulations to include performance feedback, US Navy Flying Hour program and US Navy maritime modeling inputs, outputs and metrics.
  • Ten (10) years' experience supporting verification, validation and accreditation of modeling initiatives.
