Capstone Corporationis currently seeking a Principal Analyst to support Joint Staff J3 Operations located in Norfolk, Virginia.


  • Performs systems analysis and evaluates architecture of J31 tools to facilitate data exchange.
  • Evaluate existing architectural design and provide detailed database design documentation.
  • Drafts software requirements specification (SRS) document.
  • Provides data architecture support for J31 transition to enterprise construct.

Basic Qualifications

Minimum education and experience:

  • Bachelor’s degree in operations research/systems analysis or electrical/electronic engineering or computer science.
  • Three (3) years experience in the analysis of medium to large scale systems design.
  • Experience in addition to those required in paragraph above in two (2) of the following:
    • Three (3) years or more experience in, operations and plans execution, theory, development, and applications. Three (3) or more additional years experience in planning, scheduling and coordinating military activities in support of operations and exercises, and one (1) or more year additional experience in military computer modeling.
    • Three (3) years or more experience in military strategy and sourcing, methodology and data base preparation.
    • Three (3) years or more experience in the development of analytical plans and procedures.
    • Three (3) years or more experience in the joint planning process.
    • Demonstrated experience in the preparation of scenarios for joint events is desirable.
    • Demonstrated experience in the conduct of post experimentation event effectiveness analysis and evaluations is desirable.

Minimum qualifications:

  • Knowledge of and experience in GFM automated planning systems such as JOPES, JCRM, GFMTS and PFG or similar type software programs.
  • Understanding of IT tools and framework and how data is shared.
  • Knowledge and experience in basic network protocols and architectures.
  • Understanding of the development of database documentation including installation procedures, installation scripts, database schema diagrams, and backup and recovery plans.
  • Working experience in normalization, federation, and exchange of data in an Enterprise Architecture construct.
  • Knowledge of basic DODAF architecture products and the ability to construct such from information exchange requirements.

  • Ability to analyze technical data, identify discrepancies and develop solutions.

  • Ability to develop technical documents (ICDs, SRS, TEMPs, VDDs) to support software implementation.

Clearance Requirement:

  • Final DoD Secret clearance.


Preferred Qualifications

  • Demonstrated experience in the preparation of scenarios for joint events.
  • Demonstrated experience in the conduct of post experimentation event effectiveness analysis and evaluations.
  • Ability to develop software training curriculum and experience in delivering technical training to diverse joint audiences.
