Overview

Capstone Corporation is currently seeking Senior Strategic and Operational Logistics Planners.  The positions supports the ARCENT G-4 contract on all matters pertaining to planning, theater strategy, and policy.  Provides subject matter expertise (SME) for operational planning in support of full spectrum operations including coordinating requirements, sourcing, and strategic movement of Army units for operations of the Army Sustainment Command (ASC).  This position is located at Ft. Shafter, Hawaii.

 

Positions will be filled upon final contract/task award.

Responsibilities

  • Provides detailed analysis to integrate those current assets that reside within theater and recommend additional forces
  • Develops communications campaign to secure ASCC objectives across a number of parallel commands.
  • Provides Planning Guidance and Defense Planning Guidance and the Joint Service Capabilities Plan (JSCP).
  • Develops, presents, and executes logistics plans and forecasts long-term resource requirements in support of the COCOM Campaign Plans and long term operational strategy
  • Monitors theater logistical priorities through attendance at various COCOM daily operation updates and staff meetings.
  • Maintains Combat Service Support (CSS) situational awareness through all means of information systems, battle command systems, and CSS Mission Command information systems.
  • Acts as continuous liaison with other staff directorates, contractors, and commands within the AOR.
  • Coordinates and interprets ASCC and joint logistics system requirements with logistics managers in the ASCC AOR, AMC, DLA, Material Management Center (MMC), Theater Sustainment Command (TSC), COCOM, Logistic Support Agency (LOGSA), and deploying units/installations to maximize logistics performance and leverage the joint systems’ unique capabilities.
  • Participates in ASCC exercises and deployments.
  • Joint operations planning to develop campaign plans, OPLANs, and OPORDs for the Geographic Commander.
  • Assists with logistics planning, estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters
  • Supports the development of operational level logistics Concepts of Operations (CONOPS), OPORDs, and associated annexes.
  • Plans Branch in developing staff estimates and courses of actions for OPLANs and policy that support the geographic Combatant Commander's theater strategy, campaign plans, OPLANs and OPORDs.
  • Reviews plans to ensure they are comprehensive and are in compliance with directives and guidance from HQDA, COCOM, and the ASCC in achieving operational objectives, and provide recommendations for updates.
  • Reviews and provides analysis, comments, and summation of the Unified Command Plan, Contingency.

Basic Qualifications

Minimum education and years of experience:

  • Graduate for either School of Advance Military Studies (SAMS) or Joint Operational Planners Course.  Graduate of MEL4 program and have logistics experience in deployment/combat in support operations positions.
  • Ten (10) years of experience in management of planning, programming, supervision, and execution of logistics programs.  Must include three (3) years experience:
    • Working in support of a Joint, US Army, or component level headquarters.
    • In Theater Logistics and logistics mission analysis processes in support of Joint Theater Logistics level deployment, distribution, sustainment, reconstitution, and Joint Reception Staging Onward Movement (JRSO) operations.
  • Must include two (2) years experience with Military Decision Making Process (MDMP).
  • Logistics experience in deployment/combat in a support operations position.

Minimum qualifications:

  • Detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the three and four star level.
  • Ability to create Time Phased Force Deployment Data to support mobilization of assets.
  • Understanding of:
    • Army Campaign Planning.
    • Army sustainment enterprise at the Department of the Army and how it relates to other procuring headquarter. Ensure strategic lines of communication are nested with current capabilities.
    • Joint Operation Planning Process (JOPP) and assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters; broad thought and experience to understand the effects of long-range, near-term, and current operations into the build of theater posture.
  • Proficient in:
    • Operational and strategic adaptive planning processes at the Department of the Army Major Command (MACOM) or DoD Combatant Command (COCOM) level.
    • COCOM AORs logistics structure and capabilities, and shall possess a working knowledge of Army, Air Force, Navy, and Marine logistics structure and capabilities in order to work as a joint element when it comes to logistical planning.

Clearance and travel requirement:

  • Top Secret with SCI eligibility.
  • Travel within CENTCOM AOR.
