Overview

Capstone Corporation is currently seeking a Program Analyst - Dispatch to support Commander, Navy Installations Command (CNIC) located in Jacksonville, Florida.

Responsibilities

  • Provides Navy Commands/Regions customized ENERMS/ON-CERS reports and other content to support operations using Crystal Reports and reporting capabilities included in ENERMS/ON-CERS.
  • Supports the development and promulgation of policies, requirements, and standards for ENERMS and ON-CERS such as requirements documentation, CONOPS, Operating Guidelines, and NTTPs as required.
  • Updates and standardize time-to-dispatch metrics reporting for ENERMS and ON-CERS. Expands dispatch center metrics reporting to include all areas required by NFPA/APCO standards.  Develops additional reports on time-to-answer and QA/I as required.   As equipment is refreshed within the Regions, incorporate CNRMA, CNRJ, EURAFSWA and JRM dispatch centers into metrics reporting.
  • Assists in development of a CNIC program manual for Dispatch Center Quality Assurance/Improvement.

Basic Qualifications

Minimum Education and Experience:

  • Bachelor’s degree in business, operations research, or related field.  Four additional years of experience may be considered in lieu of degree.
  • Four (4) years of experience performing research, analysis, management, and/or related functions.

 

Minimum Qualifications:

  • Experience in statistics and data science/analytics.

  • Experience in extraction and compilation of raw data, and providing appropriate analysis or recommendation.

  • Expert in Excel to include pivot tables, formulas, functions, vlookup, etc.

  • Experience/training in creating and modifying reports using Crystal Reports.

  • Knowledge of Navy correspondence and task tracking systems, formats and protocols, and understanding of CNIC’s mission, functions, policies, and procedures.
  • Expertise in evaluation and presentation of data and program performance, execution progress, and effectiveness in meeting short and long term goals and objectives.

 

Clearance Requirements:

  • Final DoD Secret clearance.

Preferred Qualifications

  • Master's degree in a related field.
  • Knowledge of Navy correspondence and task tracking systems, formats and protocols, and understanding of CNIC’s mission, functions, policies, and procedures.
