Overview

Capstone Corporation is currently seeking a Program Analyst/Manager to support Commander, Navy Installations Command (CNIC) located at the Washington Navy Yard, Washington, DC.

Responsibilities

  • Provides management support to the CNIC N4. Management support strategy, process improvement, knowledge management, and communications.
  • Prioritizes and coordinates the development of N4 data in support of Facility Support and Environmental functional areas including Utilities, Facility Management, Facilities Investment, Facility Services and Base Support, Transportation, Collateral Equipment, Sustainment, MILCON, Conservation, Cultural Resources, Environmental Compliance.
  • Develops and implements solutions to assist the N4 to operate as an efficient and effective team.
  • Implements and ensures program compliance with common HQ processes and track personnel's compliance with administrative policies.
  • Works closely with CNIC HQ Administration, Security Manager, Manpower and the Business Management Office to implement, task and ensure compliance with Information Assurance policies.
  • Collaborates with CNIC HQ, regional and installation leadership, fleet, OPNAV and service partners to evaluate and improve common approaches and processes, share knowledge and track progress on long-term goals and objectives.
  • Assesses, plans, reports, measures, follow-up analysis and conducts various Business Case Analysis (BCA) studies.
  • Researches, coordinates, studies, analyzes, and advises on issues that impact Program Resources and business practices (e.g. budget marks, PBIS issues, PBDs, re-alignments, internal processes changes, legislative actions).
  • Serves as a key contributor, along with a program analyst, in the review and analysis required for POM and PR Cycles.
  • Provides the formulation and presentation of the Capabilities Plan, the annual budget process and budget formulation.
  • Analyzes strategic initiatives that involve changes in processes, standards, or methodologies which impact program resources and business practices.

Basic Qualifications

Minimum Education and Experience:

  • Bachelor’s degree in business, operations research, or related field.
  • Two (2) years of experience performing research, analysis, management, and/or related functions. OR
  • Six (6) years experience performing research, analysis, management, and/or related functions.

 

Minimum Qualifications:

  • Technical knowledge of financial systems including SABRS and PBIS.
  • Proficient understanding of management information systems.
  • Technical proficiency in the use of pivot tables in Excel and other analytical formulas.
  • Expertise in the evaluation and presentation of data and program performance, execution progress, and effectiveness in meeting both short and long term goals and objectives.
  • Strong background in Navy task tracking systems, formats and protocols, and an understanding of Command-level mission, functions, policies, and procedures.

Clearance Requirements:

  • Final DoD Secret clearance.
